Opening: "Idea" by eufonius: Good song as expected from eufonius. Fits the mysterious mood of the show well. But the animation to go with it.. some good stuff, but there's a good bit of reused stuff from the first episode. There oughta be a rule against doing that :P
Ending: 「夜明けの足跡」 "Yoake no ashiato" by solua: Typical ending stuff with mostly static images and such.

First off, yes, you are watching Noein, though the character designs are just a wee bit different this time because there's a different animation director. They're more detailed and have a bit more of a "moe"-ish feel. The girls also seem to be a bit more... ahem... well endowed than they were last time... I do like this look (minus what I just mentioned), but it's just too different than what was established last time. Things seem like they'll be back to "normal" next time.
Go over to Cinnamon Ass for the detailed summary and such of this time. Just a few thoughts from me after the break. And sorry for being so late with things ;)
Putting aside the rather different visuals this time... The fight between Atori and Karasu certainly was interesting as BluWacky mentioned. We did learn a bit about Karasu' and the Dragoon's motivations for wanting the Dragon's Torque in their fight against Shangri-La, but other than that... no idea exactly how things fit together -- is Karasu from a different alternate dimension or something, or is he really from the same world as Yuu 15 years later on? And if Yuu is Karasu, then could the other characters (Miho, Isami, etc) have counterparts as well? And what's all the weirdness there at the end?... full of mysteries to be solved here. Next time, looks like things could get dangerous again for Haruka and Yuu with the crazy Atori landing closest to them. And I'll try to be a bit more timely with things ;)
